Run the osu micro benchmark alltoallv across small sets of nodes in the partitions ( 1/2 node count or less ).
This test is parameterized, a manual build will prompt for some slurm settings if you want to target a --nodelist.

Tests: modules, gcc, openmpi  (compiles alltoallv each time) , MPI connectivity
Plots: the 64k message size latency in ms.
