setsm_build_latest

Build the latest setsm from https://github.com/setsmdeveloper/SETSM/blob/master/Makefile .
This test also builds all of the dependent libraries and it will trigger setsm_test_latest to run a test job:
  libgeotiff
  proj
  tiff
  sqlite
Total build time: < 30 minutes
Build environment: PrgEnv-cray ( for setsm ) PrgEnv-gnu ( for the libraries )
